| 随着《黄河三角洲高效生态经济区发展规划》的批复和实施,东营市推进城乡一体化面临着新的机遇和挑战。目前,东营市在推进城乡一体化方面存在着城乡布局规划不够合理、基础设施建设差距过大、农民收入增长缓慢、城乡公共服务不均等问题。东营市应当从战略高度树立城乡一体的规划理念,进一步加大政府投入,多渠道筹集资金,完善城乡基础设施建设,多途径促使农民增收,加快推进城乡基本公共服务均等化,推进重点领域改革创新,切实增强农村发展活力,以满足更高层次的城乡一体化需要。 |

| Abstract: |
| With the approval and implementation of Ecoefficient Yellow River Delta Economic Zone Development Plan, Dongying City faces new opportunities and challenges in promoting the urban and rural integration. For now, there are so many problems as follows:the layout of urban and rural planning is not reasonable, the infrastructure gap is too wide, the farmers income growth is so slow, the urban and rural public services are uneven and so on. To meet the higher level of urban and rural needs, Dongying City should establish the concept of integrated urban and rural planning from a strategic perspective, further increase government input, raise funds in various channels, improve urban and rural infrastructure, encourage peasants to increase income in more ways, accelerate the urban and rural equalization in basic public services, promote reform and innovation in key areas, and enhance the vitality of rural development effectively. |
