| In the multilateral trade system, the relationship between the international trade liberalization and the environmental protection seems a zerosum game. The North American Agreement on Environmental Cooperation (NAAEC)of NAFTA emphasizes that the contracting parties should solve their environmental problems through cooperation. At the same time, under certain circumstances, the contracting parties can supervise other contracting parties domestic environmental enforcement and the disputes caused by it can be submitted to the Commission for Environmental Cooperation (CEC). |
