| 高校基层党组织担负着领导高校改革、发展,维护高校稳定,巩固党在高校的领导地位和执政基础的重要使命。近年来,在各级党组织的正确领导下,高校基层党组织建设取得了显著成效,但面对国际、国内以及高校自身改革和发展的新形势,高校基层党组织建设还存在着党建工作力量相对薄弱、教工党建机制相对落后等问题。为了进一步改进和加强新时期高校基层党组织建设,必须进一步健全基层党组织建设的制度体系,加强基层党建工作队伍建设,拓展基层党建工作阵地,完善党员教育管理体系,使高校基层党组织建设更好地适应新形势、新任务的要求。 |

| The grass-roots party organization of colleges and universities is responsible for an important mission of leading the stable reform and development, consolidating the leading position and ruling the basic unit. In recent years, the development of the grass-roots Party organization obtains a marked result under the proper leadership of all Party organization levels. But, when we are facing to the new international, inland and own reform and development circumstances, there are some problems in the building of the grass-roots Party organization. The work of Party building has a relative weak strength. The mechanism of Party building for teaching and administrative staff lags behind relatively. In order to improve and strengthen the building of the grass-roots party organization in the new period,the institutional system of the building of the grass-roots party organization must be perfected to move forward a single step in colleges and universities. At the same time, the work team construction of Party building must be strengthened. The work possy of Party building should be expanded. The management system of the Party member education should be perfected. Consequently, the building of the grass-roots Party organization in colleges and universities can adapt preferably the requirement of new circumstances and task. |
