| 高校行政有其权力特性和责任使命。根据依靠法治和民主、内外部控制相结合、遵循
多元综合主义路径的机制设计思想,高校行政责任实现机制主要包括政治、法律、经济与社会等
外部机制和规章制度与行政纪律、民主与竞争机制、伦理机制等内部机制。以公共行政精神为
核心的服务型行政文化建设作为高校行政责任机制的整合路径,最终可以实现维护学术自治、
保障学术自由、服务学术本位的核心使命,体现公正与公平、回应与柔性、廉洁与高效和服务于
学术的高校行政价值。 |

| University administration has its power characteristics and responsibility mission. According to the design idea: the rule of
law and democracy, combination of internal and external control, and multi-path integrated doctrine, administrative responsibility
mechanisms of university mainly include external political, legal, economic, social mechanisms and internal mechanisms such as ad-
ministrative discipline and regulations, democracy and competition,and ethics mechanism. Service-oriented administrative culture, with
the spirit of public administration as the core, is an integration path of university administrative accountability mechanisms to ultimately
achieve the missions of maintaining academic autonomy, protection of academic freedom, and academic-based service, and to
demonstrate university administrative values of justice and fairness, responsiveness and flexibility, honesty and high efficiency, and
services in the academic. |
