| 油品质量升级是减少尾气排放、防治雾霾天气的重要手段,有利于大气环境的保护和人民的身体健康。但优质也意味着优价,油品升级对石油企业、消费者、政府等多方主体产生压力和挑战。在中国现行成品油定价机制的政策框架下,分析国内平均生产加工成本、税收、利润和流通环节费用对油品升级产生的影响,结果表明,中国应加强油品质量监管、合理分担补偿升级成本、加大税收支持、完善配套设施和相关法律制度,以保障油品升级的有效实施。 |

| Abstract: |
| As a crucial method to lower vehicle emissions and prevent haze weather, oil product quality upgrading is beneficial to the protection of the atmospheric environment and people 's health. However, the better the quality is, the higher the price is. Oil product quality upgrading also brings pressure and challenges to many market participants, including petroleum enterprises, consumers and the government. In order to implement the policy efficiently, it is necessary to identify the effect of oil product quality upgrading, especially in China 's oil pricing mechanism. To be specific, this study analyzes the effect of oil product quality upgrading from multiple perspectives, such as the average processing cost, taxes, profits and so on. Finally, we put forward some policy recommendations on the supervision of oil product quality, the cultivation of ecological and environmental awareness, the supporting facilities and other aspects. |
