| 党的十八大以来,习近平总书记就黄河流域生态保护和高质量发展问题作出了一系列重要论述。这些论述既有宏观的全局部署,也有微观的推进举措,围绕“让黄河成为造福人民的幸福河”这一目标回答了“是什么”“为什么”“怎么办”等根本性问题,充满了马克思主义理论的智慧,内蕴着丰富的方法论思想。这些方法论思想集中体现在立足全局的谋划论、系统推进的治理论、因地制宜的发展论、防范风险的安全论、文化传承的关联论、知行合一的实践论,为当下和今后进一步落实和推动黄河国家战略指明了方向。只有深刻领会习近平关于黄河流域生态保护和高质量发展论述内蕴的方法论思想,才能更好地推动这一重大国家战略的贯彻和落实。 |

| Since the 18th National Congress of the Communist Party of China, Xi Jinping, the general secretary, has made many important discussions on the ecological protection and high-quality development of the Yellow River Basin. These discussions include both the overall deployment at the macro-level and the promotion measures at the micro-level. Centering upon the goal of "making the Yellow River a happy river that can benefit our people", they answered the fundamental questions such as "what", "why" and "how", etc., and are full of the wisdom of Marxist theory and rich methodological thoughts. These methodological thoughts, which combine overall planning theory, systematic governance theory, development theory tailored to local conditions, safety theory of risk prevention, relevance theory of cultural inheritance, and practical theory of integrating knowledge and action, point out the direction for further implementation and promotion of the Yellow River national strategy in the present and future. The only way to promote the implementation of this important national strategy is to understand deeply Xi Jinping 's methodological thoughts embedded in his discussions on the ecological protection and high-quality development of the Yellow River Basin. |
