| 中国海外石油项目日益增多, 其成功运作除了要有精湛、配套的技术和资金保证外, 还应全面提升管理水平, 而管理的关键在于人才的管理。海外石油项目人力资源管理面临政治、人文、经济、法律诸多不同于国内项目的特点,在项目运行过程中存在责任、权利的不对等,人才结构、薪酬、激励、培训、开发等方面不合理现象。建议从海外石油项目经理的选拔、组织计划编制、人员获取和项目团队开发四个方面进行改进,制定切实可行的对策,做好人的工作,从而保证海外项目的持续顺利运行和后继项目的智力支持。 |

| Abstract: |
| With the expanding cooperation scales and enlarging fields, our overseas oil projects are increasing. Besides the excellent technology and ample capital, the key to the success of the projects lies in human resource management. Combining with the characters of the overseas oil projects human resource management, the article analyzes its present problems, then makes some suggestions on the selection of project managers, the programming of organization plan, the employment of staffs and the development of project teams. The purpose is to explore a suitable way of human resource management of our overseas oil projects and to provide intellectual support. |
