| 实现社会政治稳定,是当前中国政治生活中的一个重要课题。政治腐败问题、分配不公问题、社会分层问题、经济发展速度问题、文化观念问题、政府处置突发事件能力问题、“三股势力”问题、国际环境问题等都是当前影响社会政治稳定的突出问题。为了把社会风险控制在一定范围之内,确保改革的社会成本与代价不超出社会的承受能力,维护社会的相对稳定,必须建立政治稳定预警机制。构建政治稳定预警机制的过程,是一个妥善处理各种利益关系、消除不和谐因素、增进社会和谐的过程。 |

| Sociopolitical stability is one of the challenging projects in China 's current political life. Political corruption, unfair distribution of income, social stratification, economic development rate, cultural concept, governments ' ability of responding to emergencies, the "three forces" issue, international relationships, etc. are outstanding issues in China. Political stability warning mechanism must be established in order to control social risk within a certain range, ensure social cost for the reform within the limit of social affordability and maintain social stability. The process of establishing political stability warning mechanism is a proper handling of relations between various interests, the elimination of disharmony factors, and the process of promoting social harmony. |
