| 为回应中国在能源利用上的挑战,顺应低碳经济这一时代背景,中国应从能源法现状出发,剖析能源立法的困境和问题;通过能源政策立法低碳化、能源监管低碳化和能源制度低碳化三个角度分析国外能源的发展趋势,并对美国《清洁能源和气候变化立法》进行专门评介,梳理能源法的全球性发展趋势和特点,以提出中国能源法的立法模式与制度选择的基本思路。 |

| In order to respond to the challenge of energy utilization in China, the essay based on the current energy law of China analyzes the challenges we encounter when we are improving the energy law; evaluates "Policies of the United States on Clean Energy and Climate Change" and the development tendency and feature of worldwide energy laws, trying to absorb inspirations to improve the energy law of our country. |
