东营市农村剩余劳动力转移就业形势受主客观多方面因素影响,面临多种困难。农村剩余劳动力转移是解决“三农”问题的关键。作为一个后起的资源型城市,东营市各级政府必须紧紧抓住建设黄河三角洲高效生态经济区这一历史机遇,充分发挥主导作用,高度重视这一问题,通过发展生态高效农业、发展中小企业、推进城市化进程、发展产业集群、强化技能培训、提高就业服务水平、做好权益保障工作等多种措施促进就业,以实现城乡统筹、社会和谐的最终发展目标。 |

Abstract: |
The situation of the transfer of rural surplus labor force in Dongying City is influenced by many subjective and objective factors, and faced with many difficulties. The transfer of rural surplus labor force is the key to solving the problems facing agriculture, rural areas and farmers. As a coming resource based city, local government at all levels in Dongying City must firmly seize this historic opportunity of building the Yellow River Delta High efficiency Ecological and Economic Zone, fully play a leading role, attach great importance to this issue, and take a variety of measures to promote employment, developing eco efficient agriculture and SMEs, promoting the process of urbanization, developing industry clusters, enhancing skills training, improving the level of employment services and completing the rights and interests safeguard work in order to achieve the ultimate development goals of coordinated development of urban and rural areas and social harmony. |
