| 近年来,日本因对中东石油进口的过度依赖、“走入非洲”石油能源战略的成效甚微及国际油价的大幅度涨跌不定而出台并实施了拉美石油能源战略。日本拉美石油战略的主要内容是从拉美地区直接进口石油和投资于拉美产油国石油上游开采领域。目前,日本拉美石油能源战略已初获“潜在性”成功,但这种成功是脆弱的。从中长期看,日本拉美石油能源战略要想取得突破性进展,就必须合理高效地处理好与其他国家,特别是美国在拉美的石油竞争关系,并正视既存的和将来可能出现的各类风险。唯此,日本才能寻找到与拉美产油国建立互依互补关系的门径,才能成功地实施拉美石油能源战略。 |

| In recent years, Japan drew up and carried out its Latin America petroleum energy source stratagem for its excessively depending on the Middle East 's petroleum import, for its "Walking into Africa" petroleum energy source stratagem not very successful, and for the international oil price sudden rise and fall in a very large range. The main content of Japan 's stratagem is to directly import petroleum from Latin America and invest in the upper reaches of the petroleum mining fields. Now, Japan 's stratagem has been acquired "potential" success. But, this success is very fragile. And from the mid and long terms, if Japan wants to acquire breakthrough development, it must reasonably and high efficiently deal the relationship with other countries, especially the competitive relationship with the US, and must face to the existed and potential risks. Only in this way can Japan find the interdependent approach with the Latin America petroleum producing countries and find the successful way of carrying out its Latin America petroleum energy source stratagem. |
