| 东营市的服务业存在着整体发展水平不高、结构不合理、区域发展不平衡、人才结构不优等问题,因此,为了发展东营市的服务业,东营市应当优先发展三大生产性服务业,大力提升两大传统服务业的层次,积极发展三大新兴服务业,同时要大力培育服务业发展的高级生产要素,政府要在政策、财政等方面对服务业的发展给予扶持。 |

| Service industry in Dongying City has many problems, such as the overall developing level is not high, the structure is not reasonable, the regional developing level is not in balance, and the human resource structure is not optimized. So for a better development, Dongying City should give priority to developing three productive services, greatly improve the level of two traditional services, and actively develop three modern services. At the same time it should strive to foster advanced production factors. What 's more, the government should support the development of service industry in policies and financial affairs. |
