| 美国的学生贷款事业经过二战后的迅速发展,已形成多元化、多类型的学生资助体系,成为发达国家的典型案例。其中,美国政府的作用非常关键,表现在为学生贷款提供立法保障、财政支持以及组织、管理和技术依托。借鉴美国的经验,中国政府有必要在以下方面做出尝试:推进政府立法,实现贷款业务有法可依;提供财政支持,保障贷款运行的公平与效率;完善行政规制,宏观调节国家助学贷款的整体运作。 |

| Abstract: |
| Student loan in U.S. has experienced fast development after World War II and formed a diversified and muiltitype student aid system, and has become a typical case in developed countries. Thereinto, the function of federal government is important, such as providing lawmaking support for student loan, executing financial support and providing organization, administration and technique support. Taking American experiences as reference, our government should attempt from three aspects:via propelling lawmaking of GovernmentSubsidized Student Loan, realizing "there are laws to go by" in loan operation; via perfecting multiform financial support, ensuring the equity and efficiency in the execution of GovernmentSubsidized Student Loan; via executing administrative regulations, macroscopically adjust the whole implementation on GovernmentSubsidized Student Loan. |
