| 海上突发性石油污染事故,尤其是发生在近岸海域的大型溢油事故对海洋环境造成了巨大损害。自一战之后,国际社会即开始意识到海上石油污染所造成的种种问题并试图在国际法上予以解决。至二战之后,遭受到巨大海上石油污染事故的冲击之后,国际社会的努力才真正开花结果,相应的国际法律规范逐渐丰富完善起来,并经过数十年的实践取得了明显成果。国际社会在防范突发性海上石油污染事故方面的努力,对于正快速发展海洋经济的中国如何防范此类突发事故具有很好的借鉴和启示作用。 |

| Accidental oil pollution at sea and inter alia grave accidental pollution near seashore may cause immense damages. Since the end of World War I, the international community has begun to realize problems caused by oil pollution at sea and attempted to resolve them. It was when the Second World War ended, efforts by the international community finally turned out to be fruitful, which was due to grave oil pollution accidents in a short time. International legal regime was finally framed out and made noticeable success after several decades of practice. Efforts and successes by the international community on preventing accidental oil pollution will be of inspirations for China, which is now rapidly developing its marine economies. |
