| 黄河三角洲在环渤海地区发展中具有重要的战略地位。在新的历史条件下,为进一步推进黄河三角洲高效生态经济发展,保障《黄河三角洲高效生态经济区发展规划》的贯彻实施,做好《黄河三角洲高效生态经济区条例》的立法工作,必须立足于现实生态立法的制度现状,认真反思区域生态立法的制度实践,更新生态立法指导理念,梳理区域生态立法文本,细化生态立法内容,坚持可持续发展原则,统筹区域生态立法资源、建立完善生态鉴定制度,强化生态破坏的违法责任追究。 |

| The Yellow River Delta regional development in the Bohai Sea has an important strategic position. In the new historical conditions, in order to further promote the economic development of the Yellow River Delta Ecoefficiency, safeguard the implementation of "ecoefficient Yellow River Delta Economic Zone Development Plan", and do a good job in the legislation of the "ecoefficient Yellow River Delta Economic Zone Bill", the work must be based on actual ecological status of the system, reflecting the legislative system of regional ecological practices, updating the concept of ecolegislative guidance, combing the text of regional ecological legislation, detailing the ecological legislation, insisting on principles of sustainable development, coordinating the regional ecological resources legislation, establishing and improving the ecoidentification system, and strengthening the ecological destruction of the illegal accountability. |
