| 东营市城市社区建设历时20年,取得了明显成效,也暴露出诸多亟待解决的矛盾和问题,应按照依法创新、居民自治、权责一致、决策与执行分开、稳步推进的原则,构建起科学的社区管理模式,建立起党的建设、社区自治、社区服务三个网络体系。同时,通过调整社区设置、理顺社区职能、完善社区设施、培育社区功能、提升社区服务、规范社区工作、创新社区党建,推进城市有序发展和社会和谐。 |

| Abstract: |
| The building of Dongying urban community which lasted 20 years has achieved remarkable results and exposed many problems which need urgent solutions. To build a reasonable community management model and establish the three networks as the Party building, community autonomy and community service, we should observe the following principles:innovative in accordance with law, residents of autonomy, the same rights and responsibilities, decision-making and implementation separately, and steady progress. Also, by adjusting the community setting, rationalizing the functions of the community, improving community facilities, fostering community functions, enhancing community services, making standards of community work and innovating community Party building, we can propel the city to develop orderly and the society to develop harmoniously. |
