| 近年来,地方政府为了谋求发展,辅助决策,纷纷“借脑”。“外脑”能够帮助地方政府决策,提供咨询服务,对地方政策进行评估和评议,防止失误。外脑发挥良好功用的必要条件是自身保持独立性,研究保持客观性,拥有现代化研究手段,研究结论要有创意和针对性。地方政府有必要借力掌握高端和前沿知识的专家队伍,多方扶持外脑发展,发挥外脑合作网络的作用,充分重视“土外脑”,同时顺应时势,广泛寻觅“洋外脑”合作网络。 |

| In recent years, China 's local governments take "borrow brains" frequently in succession for the sake of local development and government decision making. Think tanks can help local governments with decision making and policy, provide consulting service, render planning and administrative suggestions, carry out evaluation and prevent errors, etc. It is necessary for a think tank to perform well that the body keeps independence, the research has objectivity, the method takes lead, and the conclusion has originality and pertinence. Local governments call for the high end and advanced expert team, meanwhile make manifold efforts to further think tanks ' development, push the cooperative network of think tanks to flourish, exert the native think tanks as well as the overseas. |
