| 网络问责主要是指网民通过网络舆论平台对政府及其公职人员在处理社会事件中的失范行为的舆论矫正和责任追究活动。网络技术的发展和网络的普及化、公民意识的觉醒以及政府高层对网络舆情的重视是网络问责形成与发展的基础性条件。网络问责手段和方式十分丰富,具有匿名性和便捷性、开放性和平等性、异体性和实效性、交互性和集聚性等基本特征。网络问责程序一般包括议题生成、议题扩展、观点交互、舆论聚焦、舆论跟踪转化与事件处理、舆论回顾与评价、舆论平息与转移等七个步骤。 |

| Abstract: |
| Network accountability mainly refers to the fact that the internet users, through the public opinion platform of the network, correct the anomie behavior and ascertain the responsibility of the government and its officials in dealing with social events. The development of network technology, internet popularization, civil awareness awakening, and the attentions of senior government officials on the public opinion of the network are the basic conditions for the formation and development of the network accountability. Means and methods of network accountability are very rich, with the basic characteristics as anonymity and ease, openness and equality, variant and effectiveness, interactivity and gather. Network accountability procedures generally include the following seven steps as the issues generated, issues expansion, view interactive, media focus, the tracking and transferring of public opinion and event handling, public opinion review and evaluation, the subsiding and transferring of the public opinion. |
