| 区域合作是经济发展的必然选择,而竞争博弈基础上的合作,应坚持区域定位认同、空间层次差别、多元利益协调、政策公开透明、机制运行高效等原则。黄三角的区域合作虽已得到各级重视,但实质上仍处于期待、探索和无序状态,问题十分突出。因此,建设黄河三角洲高效生态经济区,应从提升合作层次、创建合作模式、打造立体交通、发挥市场功能等方面,加强与其他各经济区的合作;应从梯次推进、创新机制、强化协调、统筹发展等方面,强化区域内的合作,加快规划区一体化进程。 |

| Abstract: |
| Regional cooperation is the inevitable choice of economic development, but the cooperation on the basis of cooperation game should adhere to regional location, space-level differences, coordination of multiple interests, open and transparent policies, mechanisms and efficient operation principles. Although the regional cooperation of the yellow triangle has got all levels of attention, it still remains expected, explored and disordered. Therefore, to construct the Eco-efficient Yellow River Delta Economic Zone, we should strength the economy and other areas of cooperation by raising the level of cooperation, creating a partnership model, creating three-dimensional transport, using the market functions and strengthen intra-regional cooperation and speed up the process of integration planning area by echelon advancement, innovative mechanisms, strong coordination and co-ordinated development. |
