| 绿色GDP是指从传统GDP中扣除资源环境成本后的国内生产总值,弥补了传统的国民经济核算体系不能反映经济增长给社会带来的负效应这一缺陷。借鉴SEEA体系,通过对青岛市2006—2010年绿色GDP的核算,可以看出青岛市的绿色GDP水平较高,但通过分析发现,青岛市存在资源利用效率不高、清洁生产力度不够、产业结构比例不协调及官员政绩考核体系不科学等问题,为此,建议青岛市提高资源利用效率、提倡清洁生产、促进第三产业升级、建立以绿色GDP为基础的官员政绩考核体系,以实现可持续发展。 |

| Abstract: |
| The green GDP means the gross domestic product which subtracts the cost of destroying environment. It fills in the gap that the traditional GDP accounting system cannot reflect the negative effect results from the economic growth. It applies the SEEA system and researches the green GDP of Qingdao city in the year of 2006-2010. The result demonstrates that the rates of resource utilization efficiency is not high, the city ignores the cleaner production, industrial structure is not reasonable and the achievement assessment system is unscientific. Then it is suggested that Qingdao City should improve the efficiency of resources utilization, improve clean production, promote the tertiary industry upgrade and build the achievement assessment system based on the green GDP to realize sustainable development of Qingdao City. |
