| 清洁发展机制是发达国家与发展中国家以项目为合作载体、共同应对气候变化的一种国际合作机制。调研发现,山东省清洁发展机制项目实施的数量呈快速增长趋势,项目类型相对集中,区域分布差异显著,合作方主要集中在英国、瑞士和日本。同时存在着注册与签发成功率偏低、资金融通困难、高层次技术转让有限以及减排量转让价格总体偏低等问题。山东省需要进一步加强清洁发展机制能力建设,提高项目执行能力;提高低碳技术自主研发能力,提升技术转移层次;发掘省内资本潜力,拓宽项目融资渠道;构建省内碳交易市场,稳定碳交易价格。 |

| Clean development mechanism (CDM) is a project-based instrument which encourages the cooperation for climate change between developed countries and developing countries. Through investigation, the paper summarizes features and problems of CDM projects in Shandong Province, and puts forward the countermeasures from the follwing aspects:CDM excutive force, independent innovation of low carbon technology, financing channels of carbon reduction, and carbon trading market. |
