| 要防止群众路线教育实践活动走过场、一阵风,切实整治“四风”问题,就必须按照党的十八届三中全会的要求,在活动过程中贯穿机制建设,强化顶层设计。既要立足当前,着力解决群众反映强烈的“四风”现象,又要着眼长远,建立长效机制,把解决当前问题和建章立制统一起来,使党的群众路线教育实践活动成为整治“四风”长效机制建立的切入点和突破口。具体来说,应从思想教育、制度约束、群众监督、体制改革等方面和环节入手,以制度完善为基础,在相关机制的落实和运行上下功夫。 |

| To prevent the mass line campaign from going through the motions and regulate four kinds of bad styles, it is necessary to carry out the mechanism construction and strengthen the top layer design in the "mass line" campaign. We have to concentrate on solving the hot issues about four kinds of bad styles based on the current situation, as well as building up the long-term mechanism with focuses on long-run goal. So the "mass line" campaign should become the starting point and breakthrough to the long-term mechanism construction of regulating four kinds of bad styles. Specifically, we should work in implementing and operating relevant mechanism about ideological education, system restraint, supervision of the masses and reform of the political system based on perfecting system. |
