| 在环境损害赔偿方面,俄罗斯有着十分完整的立法体系,其在环境损害的结果认定、责任承担和归属、构成要件等方面规定得较为详细,这集中体现在一系列法律规定之中,包括程序的和实体的两种类型。对中国立法而言,俄罗斯的环境损害赔偿法律制度理论和实践,具有较大的借鉴价值和参考意义。 |

| In Russian Federation, there‘s a perfect system of law, which is about the legal system of compensation for environment damage. All of the clauses about the compensation for environment damage can be divided into two types: entity stipulation and procedure stipulation. They are the clauses about the definition of environment damage, responsibility assumption, infringement liability, constitutive requirements, and so on. All of the clauses are minutely detailed in the Russian law system. China should draw on the achievements of theory and practice from Russian legal system of compensation for environmental damage. |
