| 目前,科技服务业成为产业结构调整和转型升级的重要支撑。青岛市通过成立科技企业孵化器、生产力促进机构、科技市场服务机构等,初步建立了科技服务体系,但青岛市科技服务业也存在着运行模式不清晰、战略性的服务品牌缺乏、高端人力资源匮乏等问题。实践证明,大力发展公共研发服务、第三方专业服务模式,创新“众包+众筹+创客”服务模式,探索“工研院”创新创业服务模式,加快了青岛市科技成果资本化和产业化进程,它们是青岛市科技服务业发展模式的有益探索。 |

| For now, technology services have become an important support for industrial structure transformation and upgrading. Through the establishment of technology business incubators, productivity promotion agencies and technology market, Qingdao City has established a primitive technology service system. However, the operational service mode is not clear, and strategic service brands and high-end human resource are also in serious shortage. It has been proved that public R&D services, third-party professional services and "crowdsourcing + crowdfunding + maker" services are effective approaches to speed up scientific and technological achievements capitalization and industrialization process. |
