| 文化设施的运营管理水平直接关系到人民群众基本文化权益的实现和文化发展成果的共享程度。目前,东营市重大文化设施运营管理状况总体良好,但仍存在着重大文化设施数量少、利用不够充分、经费投入不足、体制机制不够健全、高水平文化人才缺乏等问题。因此,要进一步创新完善体制机制、明确运营管理模式、加大资金保障力度、加快人才队伍建设,以提高东营市重大文化设施的运营管理能力。 |

| The level of operation and management of cultural facilities is directly related to the performance of ensuring civil cultural rights and interests and sharing achievements of cultural development. Overall, the major cultural facilities of Dongying City are well-managed, yet there are still some problems such as lack of major cultural facilities, low utilization of facilities, funding shortage, imperfect system of administration and so on. So we have to improve operating mechanisms, consummate the management pattern, and enhance financial support so as to improve the level of operation and management of the cultural facilities, |
