| 嘉庆十五年,甘肃发生大面积旱荒,灾民情状可怜,社会情形不安。时任陕甘总督的那彦成遵循赈恤民瘼、以纾民力的救荒思想,积极配置赈济资源,构建吏治防腐机制,使得荒政卓有成效,深刻反映出官员的实心实力是荒政取得实效的重要保障。研究那彦成的荒政保障建设,可推进清代甘肃荒政研究事业的前行,也可资鉴现实。 |

| For fifteen years in the Jiaqing period, because of a large area of Gansu Province drought famine, the victims of Gansu was poor and social situations were uncomfortable. Na Yancheng, the governor of Shanxi and Gansu adhered to the guiding ideology about people 's hardship and made much progress, which positively allocated relief resources and strengthened the management. It deeply revealed that the solid strength of officials was the important guarantee to obtain the actual effect of famine. Researching security construction of Na Yancheng 's relief of government not only was beneficial for progress and development of the famine researching career on the Qing Dynasty in Gansu Province but also could be reference to the reality. |
