| 设计及实施青岛自贸区“智慧一体化”方案对确保青岛自贸区高端起步、创新驱动、高效发展具有重要意义。“智慧一体化”方案建设前景总体预期良好,但方案实施面临多重阻力,存在“信息孤岛”、建设资金难落实、诚信缺位、“买壳投资”等问题。因此,应成立智慧化建设领导小组、开展顶层统一规划、引入BOT融资模式、制定信用监管体系及企业管理制度等,以推动并保障青岛自贸区“智慧一体化”方案的顺利实施。 |

| Abstract: |
| It is of great significance for Qingdao Free Trade Zone (FTZ) to design and implement "Intelligence Integration" project, which is directly related to efficient and innovative development of FTZ. While the outlook for Qingdao FTZ "Intelligence Integration" project is prospective, its implementation is faced with many obstacles, such as difficulties in project promoting and financing, information-island, lack of credit, illegal registration opportunity investment. Therefore, specific suggestions including setting up a leading group, carrying out unified planning, introducing BOT financing mode, developing credit supervision system and enterprise management system are proposed to promote and guarantee its development. |
