深化改革背景下高校机关工作人员的非权力性影响力提升研究

摘要:
全面深化高等教育改革背景下,高校去行政化改革不断深入,如何摆脱“行政指令”的处事方式从而转向建设“服务型机关”成为当前高校机关建设的重中之重。非权力性影响力主要包括价值观念、道德品质、工作作风、工作能力四个方面。当前高校机关工作人员的非权力性影响力还非常薄弱,如价值观念跟不上高等教育改革的新要求、道德品质不足以发挥机关工作的育人功能、工作作风难以发挥高校机关的服务职能、工作能力不适应变革中的高校管理工作需要等。而在全面深化高等教育改革背景下,高校机关工作人员的非权力性影响力的作用将日益凸显。因此,塑造价值引领的高校机关工作人员队伍、提升高校机关工作人员的道德影响力、塑造具有人格魅力的高校机关工作人员、提高高校机关工作人员的综合素质,以提升高校机关工作人员的非权力性影响力,对创新驱动高校机关转型升级、建设具有中国特色的现代大学制度具有重要意义。

Abstract:
With the de-administration reform going deeper against the background of deepening the all-round reform of higher education, how to transfer the functioning mode from administrative instruction to service-oriented authority has become the uttermost priority in the administration construction in colleges and universities. At present, the non-power influences of office personnel including values, moral qualities, work styles and working abilities are very weak, though they are playing more and more important roles. For instance, the value concepts cannot meet the new requirements of higher education reform; the moral quality is not adequate for the educating function; the work style keeps the offices from playing the service functions; and the working ability cannot meet the demand of the changing management work. Four suggestions are given. That is, to build a team of working staff with right values, to promote the moral influences of the staff, to shape the charming personality of the staff, and to improve the all-round qualities and management ability of the staff. The improvement of the non-power influences of the office working personnel is of great significance for driving administration sector in colleges to transform and upgrade and constructing a modern university system with Chinese characteristics.
