| 页岩气开发产生的环境影响已经受到开发国政府的高度关注,加强开发中的环境监管已成为各国政府的共识。在总结国内学者对中国页岩气开发环境保护政策相关研究的基础上,结合页岩气开发环境监管要求,分析美国页岩气开发环境监管框架安排及特点,分析中国现行环境监管框架及针对页岩气开发环境监管的不足。在借鉴美国页岩气开发环境监管经验的同时,结合中国开发区域的环境情况和政府环境监管现状,中国应建立涉及环境监管机构、监管法律及制度、标准、监管监督制度等的“统一监管,层级监督”的页岩气开发环境监管框架。 |

| The environmental impact of shale gas development has been highly concerned by the governments.It has become a consensus of governments to enhance the environmental regulation in the development of shale gas.On the basis of the summary of domestic researches on China 's environmental protection policies of shale gas development and in combination with shale gas development environmental regulatory requirements, we analyze the American shale gas development environment regulatory framework arrangement and characteristics,China 's current environmental regulatory framework and the shortage in the field of shale gas development.In reference to environmental regulation experience of American shale gas development and in considering the environment situation of China 's development area and the government environmental regulation, we propose to establish a shale gas development environment regulatory framework of "unified regulation and hierarchical supervision" concerning environmental regulators,laws and regulations,system,standard,regulatory supervision system, et al. |
