| 近年来中央把“双带双培”政策作为农村基层组织工作的主导方针,“富人治村”成了基层政权、农民、富人三者基于自身利益,在乡村治理的互动与博弈中形成的一种无意识的合谋行为。与依靠乡村内生性力量实现的国家集权简约治理下传统的“乡绅治村”相比,可以说“富人治村”在主体合法性、主体产生机制、主体治理行为上已经丢失了儒家文化的使命感。从政治学角度分析,他们的治理行为也将农村基层治理带入到村庄权力场域的结构化、村庄治理私人化、基层政权权威弱化的困境。解决上述问题,可通过以下途径:构建完善村民自治法律,规范基层选举机制;建立健全农村基层治理体系的管理监督机制;培养和提升“富人”村干部的治理能力;培育村民民主意识,推进基层村民自治。 |

| Rural Governance by the Rich:on the Political Considerations of Rural Governance in China |

| In recent years, the central government has considered the policy of "double belt and double training"as the leading policy of rural grassroots organizations. The rural governance by the rich is based on the interests of the grassroots political power, the rich and the peasants and has become an unconscious cooperation in the interaction and game of rural governance. Compared with the traditional gentry village, which is based on the endogenous power of the country, it can be said that the rich village has lost the mission of Confucian culture in terms of the legitimacy, the production mechanism and the governance behavior of the main body.From the perspective of political science, their governance will also bring rural governance into the dilemma of the structurization of the village power field, the privatization of village governance and the weakening of the authority of the grassroots regime.In order to solve the above problems, the article puts forward the following solutions: improve the villagers autonomy law, standardize the grass-roots election mechanism, establish and improve the management and supervision mechanism of the rural grass-root governance system, cultivate and enhance the rich village cadres, promote grassroots villagers autonomy.The discussion on the issue of rich village will also promote the development of rural grassroots democracy in our country. |
