加快推进“一带一路”能源合作的思考与建议

摘要:
当前,中国与“一带一路”沿线国家能源合作中面临着人才缺乏、融资成本高、标准国际化程度不够、同质化竞争严重及能源合作项目风险较高等急需解决的问题。为进一步推动与沿线国家的能源合作,建议中国在煤电、水电及核电等优势领域,与风险相对比较小、关键性节点国家开展合作;尽快启动一批重大基础设施建设项目,推进电网和油气管网的互联互通;开拓融资途径,设立合作基金和共享金融平台;把控并应对好各种风险,增强企业规避风险能力。

Suggestions on Accelerating the Energy Cooperation of the Belt and Road Initiative

Abstract:
In recent years, energy cooperation in oil and gas, new energy and other fields between China and countries along the Belt and Road Initiative has been rapidly developed, but still faces such key problems as lack of talents, high cost of financing, inadequate standard internationalization, serious competition among Chinese enterprises and high risk of energy cooperation projects. In order to further promote energy cooperation with countries along the Belt and Road Initiative, the authors propose to follow the belief of gradual, mutually beneficial and win-win cooperation, adopt the proper energy cooperation model with key node countries suitable for their national conditions, which risk is relatively small, in the coal power, hydropower and nuclear power and other superior fields. In order to form the common energy market, the authors suggest initiate a batch of major infrastructure construction projects as soon as possible, promote the interconnection of power grid, oil and gas pipeline interconnected networks. Other policy recommendations include opening up multi-channel financing, establishing cooperation funds and sharing financial platform, dealing with all kinds of risks and enhancing the enterprise to avoid risk capacity.
