油气管道公司用电成本优化控制策略研究

摘要:
用电成本控制的研究对油气管道公司具有重要意义。油气管道公司控制电费成本需着重解决以下两个问题:第一,哪些因素导致用电成本偏高?第二,如何充分合理运用现有的电价政策,有效实施用电成本控制策略?为解决这两个问题,首先需要分析油气管道公司用电成本现状及问题;然后重点要对油气管道公司用电成本的优化控制策略进行研究。从油气管道公司内部看,油气管道公司的用电成本主要分为三个部分:基本电费、电度电费及力调电费。目前这三部分用电成本都存在优化控制的可能性。大量的实地调研及数据分析结果显示,合理设计供电容量,合理选择基本电价计费方式;及时申请基本电费计费方式的变更,减少基本电费的支出;及时申请减容或暂停,减少基本电费和力调电费的支出以及积极申请大用户直接交易等,可以明显降低油气管道企业用电成本。

Optimization Control Strategy of Electricity Costs in Oil and Gas Pipeline Companies

Abstract:
Electricity costs control is a very important issue for oil & gas pipeline companies (OGPC). In effort to cut down the high electricity costs, the following two questions should be solved:what factors lead to high costs of electricity? How to effectively implement the electricity cost control strategyby making full use of the existing electricity price policy? To answer these two questions, we analyze the current situation and existing problems in electricity costs control among OGPCs. Our field investigation and data analysis results show that there still exists large space for the decrease of the three parts of electricity costs, which are basic service costs, usage costs and power-factor-adjusted-electricity costs. Several strategies are discussed in this study:choose reasonable pricing method and promptly apply for charging mode change to reduce basic service costs; apply for electric capacityreduction or suspension to cut down power-factor-adjusted-electricity costs; request for Large Power User 's direct transaction. The analysis of the effect of the optimization strategy not only gives the estimation of the cost of the OGPCs, but also provides a valuable reference for reducing the costs of electricity.
