美国介入南海问题的动因、影响及中国对策

摘要:
随着美国“重返亚太”战略的实施,美国的南海政策发生了重大改变,由“不选边站”和维护“南海航行自由”转变为积极、公开地介入。美国介入南海问题的动因是多方面的:政治上,防范和制约中国的崛起,为地区盟友撑腰打气,离间南海周边国家,从而掌握亚太主导权;军事上,企图控制南海航道,加强对中国海域的封锁;经济上,垂涎南海资源。美国介入南海问题给中国带来了极其不利的影响:严重损害中国的主权,加大了周边国家对中国的离心力,加剧了地区不稳定的安全形势,强化了对中国的军事封锁,抹黑中国在国际上的形象。对此,中国应采取以下应对策略:坚持通过外交协商途径解决争端,寻求与东盟国家的共识,以化解美国制约中国的目的;加快实施“一带一路”战略,大打经济牌,促进地区经济共同发展,增强区域国家的凝聚力;加快海上军事力量建设,确保维护南海主权的军事硬手段;积极研究和运用国际法,有理有利有节维权;增强与美国的战略对话和互信,共同管控南海分歧。

Abstract:
With the implementation of "return to Asia and Pacific" strategy, American policy on South China Sea changed dramatically from "neutrality and keeping free navigation in the area" to "intervening actively and publicly". This article argues that the incentives for America to intervene the area are trying to block China 's rising and back up its area allies by carrying out its "rebalancing strategy" politically, to control the important navigation line to prevent China from rising militarily, and to share the strategic resources economically. All these are bringing China bad influences:damaging China 's sovereignty, boosting alienation of nations in the area, and smearing the good image of China. The author puts forward suggestions as follows:seek peaceful solution through diplomatic negotiation and communication with ASEAN countries in order to defuse American challenges; boost the common development of area economy and enhance the cohesive force of nations in the area by carrying out "the belt and road" strategy; enhance military forces in the area and the military means for safeguarding the sovereignty in the South China Sea; do more research on international maritime law and international conventions involved; and enhance the strategic communication and mutual trust with America to manage the disputes.
