山东省煤炭消费二氧化硫隐含排放的关键部门及关键减排路径

摘要:
煤炭燃烧是二氧化硫排放的主要贡献者。山东省作为经济和煤炭消费大省,研究其经济部门煤炭消费引起的二氧化硫隐含排放及关键减排路径具有重要意义。利用投入产出模型计算山东省各经济部门煤炭消费引起的二氧化硫隐含排放,并基于改进的投入产出模型,计算出各经济部门二氧化硫隐含排放的关键减排路径。结果表明:二氧化硫隐含排放最高的两部门,金属冶炼和压延加工品部门及化学产品部门分别占山东省排放总量的16.63%和14.17%,而这两个部门的关键路径“金属冶炼和压延加工品部门电气机械和器材部门”“化学产品部门化学产品部门”的变化对山东省总排放变化率的影响也最大,分别为0.84%和0.74%;不同部门关键减排路径不同,有11个部门减排重点在于其部门本身;直接消耗是减少隐含排放过程中非常重要的环节;关键减排路径具有重复性。因此建议继续加大直接排放治理力度;减排策略不能一刀切,应根据不同部门的减排特性制定对应减排措施;针对高排放部门和重复路径相关部门应进行重点控制。

Key Sectors and Reduction Paths of Embodied SO2 Emission from Coal Consumption in Shandong Province

Abstract:
Coal combustion is a major contributor to SO2 emission. Shandong is a major province of economic development and coal consumption in China. It is significant to study the coal-related embodied SO2 emission and the key emission reduction paths and sectors in various economic sectors in Shandong Province. Therefore, this paper uses the input-output model to calculate the coal-related embodied SO2 emission of economic sectors in Shandong Province, and based on the modified input-output model, analyzes the key sectors and paths of SO2 emission reduction. The results show that the two sectors with the highest embodied SO2 emission, i.e., metal smelting and pressing of processed products sector and chemical products sector, account for 16.62% and 14.17% of total emissions in Shandong Province respectively. Furthermore, the changes in the associated routes of these two sectors, i.e., "metal smelting and pressing of processed products sectorelectrical machinery and equipment sector" and "chemical products sectorchemical products sector", have the greatest impact on the change rate of total emissions in Shandong Province, which are 0.84% and 0.74% respectively. Different sectors have different key emission reduction paths and 11 sectors should focus on their own in order to achieve the emission reduction. Direct consumption is a very important part of reducing embodied SO2 emission. The key emission reduction path is repetitive. Therefore, this paper proposes to continue to increase the direct emission control. The emission reduction strategy should be flexible and be formulated according to the emission reduction characteristics of different sectors. Emphasis shall be laid on high emission sectors and repeated paths.
