| 责任是现代社会成员对社会所负担的与自己的社会角色相适应的行为和社会成员对自己实际所为的行为承担一定后果的义务。问责制度的建立就是要让为官者意识到自身角色的特殊性,达到警醒自己、规范自己行为的目的。推进问责制度是回应时代要求和保障公众参与公共管理的必然选择,关系到人民与政府的委托/代理关系的存续,问责制度应当成为改善和优化政府管理的杠杆、驱动器和制衡器。从“人民主权”的呼唤、公共政策制定执行中潜在的风险、责任政府的建立三个维度,读解问责制度构建的合理性基础；从规范权力授予机制、厘定官员问责标准、建立监督机制等方面构建问责制度,使之趋于完善,以实现公共利益最大化的善治体系。 |

| Disassembling and Rebuilding the System of Accountability |

| Abstract: |
| Responsibility is the deed that people do in the society and the duty that people should undertake owning to their deed. To establish the system of accountability is just to make officers realize their particularity in order to caution themselves and normalize their behaviors. Establishing the system of accountability is an inevitable choice which responds to the needs of the age, and ensure that people take part in public administration. The system of accountability should be the power that makes the governmental administration optimum. The article analyses the rational foundation of the system of accountability from the requirements of the “sovereignty in people”, from the risk in the procedure of the public policy and from the foundation of the responsible government. What we can do to build the system of accountability, which makes public interest optimum, is to standardize the conferments system of power, ascertaining the standard of offices accountability, and build the supervision's system. |
