| 在人类社会的发展进程中,形成了三种类型的政府形式,即统治型政府、管理型政府与服务型政府。其中,服务型政府是一种全新的政府行政类型,与前两种政府行政类型有着本质的差别。这种本质差别具体体现在服务型政府以公民本位为行政指导理念,以制定服务于民的政策为根本目的,以公民为政府运转的行政主体。 |

| In the process of the human society development, there are three types of government:the rule oriented government, the management oriented government and the service oriented government, from which the service oriented government is a new type of the government, which has an essential difference from others types. The essential difference reflects on three aspects. First, the service oriented government puts the citizen orientation as the administrative philosophy. Second, the fundamental purpose of the service oriented government is making the policy for the people. Third, the service oriented government puts the citizen as the administrative body of the government. |
