| 在国家“十一五”规划期间,将建立众多的成品油管道,这给成品油管道的发展带来契机。中国炼油厂分布和地区需求不均衡,而管道运输具有很多优越性。国外发展成品油管道已具有一定的经验,中国成品油管道的发展起步较晚,还没有形成成熟的输送管网。中国应借鉴国外经验,国家给予政策扶持,统筹规划,高起点建设经济合理的、较完善的成品油管道网。 |

| Abstract: |
| There is no doubt that numbers of oil pipelines will be built during the National 11th Five Year Plan. It naturally provides a good chance to develop the oil pipeline industry. Oil refineries and regional demands for oil are in imbalance in China, but there are many advantages in pipeline transportation. There have been some experiences in developing oil pipelines in foreign countries. However, the development of oil pipeline industry begins later in China without forming pipeline network. So, Chinese government should draw on experiences from foreign countries, providing policy support, planning overall, and building economic rational and more perfect oil pipeline network based on high starting point. |
