| 为了促进美国的经济复苏和应对气候变化的挑战,2009年6月美国众议院通过了《2009年美国清洁能源与安全法》。该法包括发展清洁能源、提高能源效率、减少全球变暖污染以及向清洁能源经济转型等四个方面的内容。该法和美国新能源政策走势必将对世界能源格局产生重大影响,可对中国新能源法律与政策的发展具有重要的借鉴意义。 |

| Abstract: |
| In order to promote American economic recovery and cope with the challenge of climate change, the House of Representatives adopted the American Clean Energy and Security Act of 2009in June 2009. It includes four parts, such as clean energy, energy efficiency, reducing global warming pollution and transiting to a clean energy economy. This act and the tendency of new energy policy in U.S.A. will produce great impact on world energy system. The development of China 's new energy law and policy can draw some lessons from it. |
