| 作为大学评价的形式之一,大学排名与大学评价既有联系又有区别。大学排名对于高等教育以及社会的发展具有服务功能、评价功能、激励功能、联系功能,并发挥为政府决策提供参考、引导社会教育投资流向、促进高校国际化的作用。大学排名要很好地发挥这些功能与作用,必须从理论上对“谁来排”、“为何排”、“为谁排”等大学排名的实质问题做出恰当回答。 |

| Abstract: |
| As one form of evaluation of universities, university ranking and university evaluation are both connections and differences. University ranking has service function, evaluation function, incentive function, contact function for the development of the higher education and society. University ranking can also perform its role in giving advice for government policy\|making, guiding the flow of society capital and promoting internationalization of higher education. For performing the functions and roles of university ranking, we must theoretically answer some basic questions of university ranking such as "who ranks", "for what and how they are ranked" or "for whom they are ranked" etc. |
