| “参与式治理”作为一种新的治理模式,指的是与政策有利害关系的公民个人或团体、政府、志愿组织一起参与公共决策和执行过程,从而影响资源分配、实现对公共事务的合作治理。“参与式治理”是对“多中心治理”的超越,是在治理过程中注入了民主的元素,是参与民主、协商民主与治理的结合。参与式治理有一个从影响决策到参与决策再到参与治理的演变轨迹。参与式治理要求政府重新定位其职能和角色,转变政府与公民的关系,使之从单向度的权力运作到双向的互动协作。参与式治理从地方层面入手,转变政府决策过程,优化政府治理行为,培育公民社会,有利于推进地方政府改革。 |

| Participative governance" (PG), as a new governance model, refers to the process of public policy making and implementation involved by the citizens or groups whose interests are concerned with policy and also by governments and voluntary institutions, which affects resource allocation so as to realize the cooperative governance of public affairs. PG surpasses "polycentric governance", injects elements of democracy into the process of governance and combines participative democracy and consultative democracy with governance. PG experiences a process of evolution from influencing policy making to participating in policy making to participating in governance. PG requires that the government to redefine their functions and roles and change the relationship between the government and citizens, from one dimensional power function to two way interactive collaboration. PG, on the local level, reforms the government decision making process, optimizes the government management of behavior, which fosters civil society and effectively promotes local government reforms. |
