| 高等学校制度是高校为了实现办学目标、保证有效管理运行所制定的工作规范、行为规范和运行规范。加强高等学校制度建设是落实依法治校方针、适应高等教育发展形势、提升内部管理水平的需要。 针对目前高等学校制度建设中存在的问题,加强高等学校制度建设要遵循合法、公平、稳定、高效、系统的原则,形成加强高等学校制度建设的基本策略:制定完整的制度层次体系、做好制度的配套建设、强化监督和反馈、营造良好的制度建设氛围。 |

| Abstract: |
| Institutions of higher education systems which set up working norms, behavior norms and operating norms aim to realize the educational goals and ensure the effective management operation. It is the requirement of putting the guiding principle of legal management at school into practice, accommodating the higher education development situations and promoting internal management level that concentrates on institutional improvement of higher education. According to the current problems in the system building of the institutions of higher education while strengthening the system building, we should follow the lawful, fair, stable and efficient principles and form the basic strategy for the system building of the institutions of higher education. Also, we ought to formulate a complete system hierarchy, do well with the complete sets of system construction and strengthen supervision and feedback to create a good system building atmosphere. |
