| 拓展海外石油业务是维护中国能源安全的重要途径,但国内外环境差异很大,各种矛盾引起的公共事件频发,因此,做好突发公共事件应急管理是中国石油企业海外石油工程项目顺利实施的重要保障。中国石油企业在海外遭遇的突发公共事件主要分为管理主导型、环境主导型和内外冲突型。中国应借鉴国外大型跨国公司的应急管理经验,将本土化策略应用在海外石油工程项目突发公共事件应急管理中。 |

| Developing the overseas petroleum service is an important way to maintain China 's energy security, but the domestic environment is very different from the foreign environment, and the public events caused by various kinds of contradictions happen frequently, so it 's the safeguard to make sure that the overseas petroleum engineering project of China petroleum enterprises can implement smoothly and complete the emergency management of public emergency.The public events happening overseas to China petroleum enterprises fall broadly into three categories, which are management oriented type, environment oriented type and internal and external conflict type. China should draw lessons from emergency management experience of large foreign multinational companies,and use localization strategies to carry on the emergency management in the overseas petroleum engineering projects. |
