中国省域科技投入产出效率评价

摘要:
科技投入产出效率评价有助于各省分析科技投入产出现状,实现投入产出的最佳配置。选取R&D人员全时当量、R&D经费内部支出作为输入指标,技术市场成交合同金额、专利申请受理数、专利申请授权数、国外主要检索工具收录中国科技论文数作为输出指标。运用数据包络分析对中国30个省2011年的科技投入产出效率进行评价;基于中国30个省2005—2011年的面板数据,运用Malmuist指数对中国科技投入产出效率进行动态评价,并进行分解分析。

Evaluation on Provincial Science and Technology Input-output Efficiency of China

Abstract:
Evaluation on science and technology input-output efficiency can help each province analyze its current situation and realize the best input-output allocation. Full-time equivalent of R & D personnel and intramural on R & D are selected as input indicators, value of contract deals in domestic technical markets, patent applications accepted, patent applications granted and Chinese scientific papers taken by major foreign referencing system are selected as output indicators. By applying DEA, science and technology input-output efficiencies of 30 provinces in 2011 were evaluated. Based on the panel data of 30 provinces from 2005 to 2011, the dynamic efficiencies are evaluated by Malmuist index, and decompositions of the results are made.
