| 针对“十二五”期间各地会展业发展过程中遇到的瓶颈,在全国“十三五”规划编制工作过程中,政府与企业在会展业发展中扮演的角色和作用无疑是非常重要的。随着会展业规模的不断扩大,政府介入会展业的程度也会发生变化。政府应厘清职能,站在城市和产业的高度来思考和谋划会展业发展,把工作重点转到创造良好会展业发展环境、提供优质公共服务、维护社会公平正义上来。企业边界变动主要是围绕企业的核心能力展开的,作为规模边界较小的会展公司来说更是如此,无论是通过多元化战略进行规模扩张还是通过外包剥离非核心业务,都要围绕增强企业核心能力来进行。 |

| Abstract: |
| Because of the development bottleneck encountered in MICE industry during " The Twelfth Five-Year Plan", so in "The Thirteenth Five-Year Plan", the government and the enterprises play the important roles and functions in the development of MICE industry. With the continuous expansion of the scale of the MICE industry, the extent that the government is involved in MICE industry also will change. There is an orderly market only on the condition that the governments clarifies the functions, does a good job in planning and position for the market, thinks about and plans for the industrial development, and focuses on creating a favorable environment for the development of MICE industry. The changes of firm boundaries are mainly around the core competence of enterprises and the same is true of the smaller MICE companies. Companies should focus on enhancing the core ability to operate whether they expand through diversification strategies and divest non-core businesses by outsourcing. |
