| 城市化发展中废旧电子产品跨区域治理成为重点社会问题,协调政府间关系、促进地方政府协同治理废旧电子产品显得尤为重要。区域环境整体性要求地方政府在治理中共同努力,然而地方政府责任界定不清晰、“理性经济人”特性和监管机制不完善导致废旧电子产品协同治理陷入困境。为了解决这一难题,不仅要完善协同治理与生态补偿机制,建立有效的区域协同治理机构,而且要健全废旧电子产品治理法律体系,推行生态环境损害责任终身追究制度。 |

| Abstract: |
| The trans-regional governance of WEEE (waste electrical and electronic equipment) has become a key social issue in the development of Urbanization. It is particularly important to coordinate the relationship between governments and promote local governments to coordinate to treat WEEE. Integrity of regional environment requires the local governments to make joint efforts in governance. However, the unclear definition of local government responsibilities, the imperfection of the "rational economic man" and regulatory mechanism lead to the dilemma of collaborative governance of waste electronic products. In order to solve this difficult problem, we should not only improve the mechanism of cooperative governance and ecological compensation and establish effective regional cooperative governance institutions, but also improve the legal system of WEEE governance and implement the system of lifelong accountability for ecological environmental damage. |
