| “一带一路”建设进程的加快以及北极地区经济价值的日益突出,使得中国对北极的关注度不断提升。与此同时,俄罗斯对中国参与北极事务态度转变、新时代中俄全面战略协作伙伴关系稳步提升,这些都意味着中俄两国合作开发北极油气资源的时机已经成熟。然而现在正处于国际形势日益复杂的新时期,中俄双方应增强政治与经济互信,充分利用中俄双方的特有优势,建立稳固的北极科学外交关系,共同推进北极油气资源的合作开发。 |

| Abstract: |
| With the acceleration of the construction of "the Belt and Road" and the increasingly prominent economic value of the Arctic region, China 's attention to the Arctic has been increasing. At the same time, Russia 's attitude towards China 's participation in Arctic affairs has changed and the overall strategic partnership between China and Russia has steadily improved. All these indicate that the time is ripe for China and Russia to cooperate in the development of Arctic oil and gas resources. However, in the new era of increasingly complex international situation, China and Russia should enhance political and economic mutual trust, make full use of their unique advantages, establish stable scientific and diplomatic relations in the Arctic, and jointly promote the cooperative development of Arctic oil and gas resources. |
