合作博弈视角下我国城市群大气环境效率评价研究

摘要:
城市群是我国大气污染最严重的区域,提高城市群大气环境效率对于打赢“蓝天保卫战”意义重大。根据城市群内城市合作博弈的特点,构建能够同时测度城市群整体和群内城市大气环境效率并能反映群内城市贡献度的大气环境效率测度模型,实证测度了我国9大城市群2007—2016年大气环境效率情况。结果表明:考察期内,我国城市群大气环境效率不高,提升趋势不明显,不同类型城市群间差异较大;核心城市一直是城市群大气环境效率的最大贡献者,但对不同类型城市群的作用并不一致,对成熟城市群的贡献正逐年下降,而对新兴城市群的贡献正呈上升趋势;在考虑城市间合作博弈关系情况下,成熟城市群内城市间大气环境效率差距在缩小,而新兴城市群恰恰相反。研究认为避免“一刀切”的城市群大气环境提升政策对提升我国城市群大气环境效率具有重要作用。

Research on Atmospheric Environmental Efficiency Evaluation of Urban Agglomerations in China from the Perspective of Cooperative Game Relationship

Abstract:
The urban agglomeration area is the region with the most serious air pollution in China. Improving the atmospheric environment efficiency of urban agglomerations is of great significance for winning the "blue sky defense war". According to the characteristics of cooperative games in urban agglomerations, this paper proposes an atmospheric environmental efficiency measurement model which can calculate both the overall efficiency of urban agglomerations and the urban city efficiency and reflect the contribution of each city for the urban agglomeration. The results of the empirical research on 9 major urban agglomerations in China from 2007 to 2016 show that the atmospheric environment efficiency of urban agglomerations in China is low and the promotion is not significant in the observation period, while the difference among different types of urban agglomerations is significant. Core cities are always the biggest contributors for the efficiency promotion of urban agglomerations. However, the contributions of core cities have different trend for different types of urban agglomerations. For mature urban agglomerations, the contributions of core cities are decreasing gradually, while just the reverse is true for emerging urban agglomerations. The efficiency gap among cities in mature urban agglomerations is narrowing but the situation is opposite in emerging urban agglomerations when we take the cooperative game relationship of cites within one urban agglomeration into consideration. Therefore, the prevention of one-size-fits-all policies will be helpful for the atmospheric environment efficiency promotion of urban agglomerations in China.
