基于异质性环境生产技术的我国城市能源效率测度研究

摘要:
城市作为社会生产力高度集聚的一种空间组合形态,是能源消费和二氧化碳排放的集中区。我国各个城市在能源利用、经济产出和污染物排放等多方面存在显著差异,由此导致不同城市形成了异质性生产技术。为了改进传统前沿分析方法在异质性生产技术下测度能源效率,该研究提出了一种基于异质性环境生产技术的城市能源效率测度框架。具体而言,首先从多维度刻画生产技术的异质性,并据此将城市进行聚类分组;随后结合环境生产技术与共同前沿思想,构建了异质性环境生产技术的城市能源效率测度模型;最后,在组前沿和共同前沿两种情景下对我国87个城市的能源效率进行实证分析。同时,通过分解能源无效率,从管理无效率和技术无效率两方面探究了不同群组城市能源无效率成因。

A Study of Energy Efficiency Measurement in Chinese Cities Based on Heterogeneous Environmental Production Technology

Abstract:
As a form of spatial combination with high concentration of social productivity, city is concentrated area of energy consumption and carbon dioxide emissions. Cities in China have significant differences in energy utilization, economic output, and pollutant emissions, which has led to the formation of heterogeneous production technologies in different cities. To improve the traditional frontier analysis method to measure energy efficiency under heterogeneous production technology, this paper proposes an energy efficiency measurement framework based on heterogeneous environmental production technology. Specifically, this paper first characterizes the heterogeneity of production technology from multiple dimensions and clusters cities accordingly. Then, combining environmental production technology and meta-frontier, it sets up the energy efficiency measurement model based on heterogeneous environmental production technology. Finally, an empirical analysis of energy efficiency in 87 cities in China is conducted in two situations of group frontier and meta-frontier. At the same time, by decomposing energy inefficiency into management inefficiency and technical inefficiency, it also explores the causes of energy inefficiency in different groups of cities.
