G20能源治理话语的特征与演变趋势——基于对部长会议《公报》的话语分析(2015—2021)

摘要:
基于历年《G20能源部长会议公报》自建小型语料库,通过索引行分析,考查G20能源治理在议题方面的总体优先顺序和重点议题的历时演进趋势,揭示话语背后的权力关系和博弈。G20能源治理兼顾能源内部性和外部性问题,G20能源话语与联合国保持高度互文性,G20致力于为能源领域全球性挑战提供务实方案。近年来,发达国家和发展中国家在议题方面的分歧趋于增大,前者在议题设定方面占据主导地位;G20能源治理趋向于走入狭隘的低碳化路径;议题存在分散化和重构的趋势;话语博弈趋势浮现,其中隐含着强化“后进”国家减排义务的倾向。为了强化在全球能源治理中的中国话语,中国需要在科技攻关、部门协调和整合发展中国家能源话语方面加大努力。

Characteristics and Evolving Trends of G20 Energy Governance Discourse——Discourse Analysis based on the Communiques of the Energy Ministerial Meetings(2015-2021)

Abstract:
The paper explores the overall priority of G20 energy governance agendas and the diachronic evolution of key agendas through the concordance line analysis of the self-built corpus of "G20 Energy Ministerial Meetings Communiqués" over 2015-2021, suggesting the hidden power relations and game playing scenarios embedded in the discourse. The study unfolds that G20 energy governance addresses both internal and external challenges with its energy discourse in high alignment with the intertextuality of the United Nations in an effort to offer pragmatic solutions to global energy challenges. In recent years, the disagreements between developed and developing countries on energy issues are widening, with the former dominating the voice of the agenda. G20 energy governance has a tendency towards a narrow-minded low-carbon emission path. Energy discussions are more decentralized and the system of energy discourse is being reconstructed. There is obviously a game playing scenario embedded in the discourse suggesting an inclination to overburden the carbon emission reduction of the "lagging-behind" countries. There is a need for mounting efforts in overcoming technological bottlenecks, synergizing organizations and departments concerned and pooling the support of the developing countries in order to strengthen China 's role in global energy governance.
