系统论视域下非常规天然气资源协调开发的思考与对策

摘要:
伴随“十四五”时期能源高质量发展与绿色低碳经济的共生发展,非常规天然气资源开采产量效益化、环境友好化、经济可持续化之间的协调关系已成为制约资源开发的阶段性挑战。着眼于非常规天然气资源开发所面临的主要矛盾,从系统论角度出发辩证分析非常规天然气资源开发的内在逻辑、耦合粘性及其作用表现。在分析非常规天然气资源开发的因素条件并对问题溯源的基础上,提出非常规天然气资源开发系统的协调对策,建议单系统突出产量系统的阶段性战略地位,以环保开发作为环境系统的发展导向,经济效益系统中突出配套保障措施的重要性;双系统强化系统间多目标的同步推进,实现双系统间“绿色开发、质量开发、经济开发”的发展要义;多系统强调系统间的配置与协调,重点加强资源开采耦合发展的“四保”机制建设。

Considerations and Countermeasures for Coordinated Development of Unconventional Natural Gas Resources from a Systems Theory Perspective

Abstract:
In view of the high-quality energy development and green low-carbon economy in the 14th Five-Year Plan period, the coordination between yield efficiency, environmental friendliness and economic sustainability of unconventional natural gas resources has become the critical challenge for resource development. To address the challenge facing the unconventional natural gas resources development, this paper turns to systems theory to dialectically analyze the inner logic, coupling stickiness and the performance of unconventional natural gas resources development. Analyzing the factors, conditions as well as the problems involved in the development of unconventional natural gas resources, the paper puts forward the coordination countermeasures for the single, dual and multi systems. The single system is advised to highlight the strategic importance of the phased production system, take environmental protection and development as the guiding principle, and emphasize the construction of facilities to safeguard the economic benefits. The dual systems are recommended to strengthen the synchronization of multiple objectives between the systems and achieve the intent of "green development, quality development and economic development" between them. The multi-systems emphasize the configuration and coordination across systems with the focus on the coupled "four guarantees" mechanism construction to promote the resource extraction.
